The private rental sector is undergoing its biggest change in a generation.
The Renters’ Rights Act officially became law in late 2025, with the main reforms coming into force from 1st May 2026.
If you’re a landlord in Bolton or the surrounding areas, these changes will affect how you manage your property – whether you own one rental or a growing portfolio.
As experienced Bolton lettings agents, we’re already helping landlords prepare for these significant changes.
So, What’s Changing?
The Renters’ Rights Act introduces sweeping changes designed to give tenants more security whilst placing new responsibilities on landlords. Here’s what you need to know:
- Section 21 ‘no-fault’ evictions will be abolished
- All tenancies will move to a periodic (rolling) structure
- Rent increases will be limited to once per year via the Section 13 process
- Landlords must not unreasonably refuse requests for pets
- Stronger rules will apply around rental bidding and discrimination
- A new landlord ombudsman and digital property portal will be introduced
There will also be increased focus on property standards and repair timescales, meaning landlords must stay on top of compliance and documentation.

Unsure About The Changes?
For many landlords, this can feel like a lot to take in.
The reality is that the rental market is becoming more regulated. This means proactive compliance will be essential. Planning ahead now will help you avoid last-minute stress, rushed decisions or costly mistakes closer to implementation.
Without proper systems in place, these changes could mean:
- Invalid tenancy agreements that don’t comply with new requirements
- Incorrectly served notices that won’t stand up in court
- Rent reviews conducted outside legal procedures
- Properties failing to meet enhanced standards
- Penalties and fines for non-compliance
